Patrolman James Horn was killed in a two car automobile accident on July 17, 1920.

Officer Horn a passenger in one of the cars was thrown through the windshield. Officer Horn had been working at Penn Valley Park and accepted a ride offered by Wier Gray and a female companion. When they drove through the intersection of 12th and Campbell at shortly after 8:00 am a Ford collided with the vehicle driven by Gray. Officer Horn was pronounced dead at the scene from a skull fracture.

Officer Horn, 55, born in Niagra Falls, New York, was a first generation American - both parents, James and Sarah, were born in Ireland. He became a member of the police department in 1916 after serving as a fireman for twenty-five years. He was survived by his wife, a daughter and sixteen year-old son, James. Interred: Mount St. Mary's Cemetery.
